On the Need for Enhanced Intelligence and Counterterrorism Measures

Good evening, my fellow Americans.
It has been four days since the most devastating and heinous attack on our nation in modern history. Four days since we lost President Vanes, his Cabinet, and countless dedicated public servants who swore an oath to protect and serve the American people. Four days since our enemies sought to shatter our democracy, to instill fear in our hearts, and to challenge the very foundation of our nation.
And yet, in these four days, we have not crumbled. We have not faltered. We have not allowed fear to dictate our actions. Instead, we have rallied together—as a government, as a people, and as a nation—united in grief but unwavering in resolve. We have reaffirmed that the United States of America does not bow to terror, nor will we ever allow those who seek our destruction to act without consequence.
Tonight, I address you not only to reaffirm this administration’s commitment to justice but to call upon Congress, our intelligence community, and our law enforcement agencies to take the necessary steps to ensure that such an attack never happens again. We face an enemy that operates in the shadows, one that exploits our laws, our freedoms, and our principles to conceal its deadly ambitions. If we are to prevent future acts of terror, we must adapt. We must act swiftly, decisively, and without hesitation.
This is why I am urging Congress to pass emergency legislation—legislation that will provide our intelligence and law enforcement agencies with the tools necessary to dismantle Jaysh al-Muqaddas and any other organization that seeks to harm the United States and its people.
Under this proposal, we will significantly expand our capacity to detect, track, and neutralize terrorist threats by:
Enhancing interrogation capabilities for individuals captured with ties to terrorist organizations, ensuring that we extract all necessary intelligence that could prevent further attacks.
Broadening surveillance operations to include expanded wiretapping, monitoring of encrypted communications, and an aggressive intelligence-sharing framework across all federal agencies.
Strengthening financial oversight to identify, freeze, and dismantle the funding mechanisms that sustain terrorist networks.
Deploying rapid-response counterterrorism units with increased authority to neutralize imminent threats on foreign and domestic soil.
Expanding operational reach for the CIA, NSA, and FBI to act beyond previous constraints when tracking and eliminating high-value targets abroad.
I want to be clear—these measures are not taken lightly. We understand that they come with immense responsibility. But responsibility does not mean inaction. This is a time for resolve, not restraint. A time for strength, not uncertainty.
Our adversaries do not hesitate in their brutality. They do not adhere to the values of justice or restraint. They do not respect our Constitution, our laws, or our democratic institutions. But we do. And because we do, we must act within a framework that ensures both our security and our adherence to the principles that define us as a nation.
To that end, while we take decisive action, we will also ensure the establishment of a robust oversight mechanism—a bipartisan congressional committee dedicated to reviewing the execution of these new authorities and ensuring that they are used solely for the purpose of protecting the American people.
Some may argue that these measures go too far. Some may claim that expanding surveillance and intelligence capabilities comes at the cost of civil liberties. To them, I say this: What liberty exists when our enemies exploit our freedoms to destroy us? What justice exists when the innocent are slaughtered while we hesitate?
This administration is committed to the security of this nation. We will not allow bureaucratic red tape, political divisions, or outdated restrictions to hinder our ability to respond with the full force necessary to eliminate this threat. President Killright and I will not stand idly by while another attack is plotted against our people.
This is not about partisanship. This is not about ideology. This is about survival. This is about ensuring that no American president, no American leader, and no American citizen ever has to experience the horror we endured four days ago.
The time for words is over. The time for action is now.
May God bless the victims of this terrible tragedy. May He guide our leaders in this time of crisis. And may He continue to bless and protect the United States of America.
